Responsible
Pet Owners vs. PetPAC
Responsible pet owners and volunteer animal rescuers
overwhelmingly support spay & neuter legislation to reduce
animal overpopulation. Irresponsible owners, underground breeders,
and paid groups like PetPAC oppose it.*
It's
true. Responsible pet owners across California widely
support spay & neuter legislation. Pet owners know that
laws encouraging spay and neuter save millions of animal’s
lives, and save millions of taxpayer dollars.
But underground breeders oppose
spay & neuter laws, because they feel that such a law
will hold them accountable to existing law. Underground breeders
are those breeders who do not have a seller’s permit
as required by current law, who do not pay taxes on their
sales, and who do not claim the income on their taxes.

PetPAC was started by breeders in 2007 specifically
to oppose spay & neuter legislation. Their original, unrefined
message was simply that such legislation would eliminate pets.
In late 2007, when it became apparent that this claim was
too outside the mainstream to gain traction among the general
public, PetPAC changed their message to claim that they were
formed to advocate for shelter reform, and they began to pretend
that they represent pet owners instead of breeders. Lately
they have even tried to link themselves to the "no kill"
movement, in an apparent attempt to increase donations.
Make no mistake. PetPAC and other paid groups will say anything
to try to generate extra donations and stop progress for our
pets. They intentionally, publicly release disingenuous and
distorted misconceptions about spay & neuter.
For example, PetPAC and other groups claim:
- That spay & neuter laws are an unfunded
mandate that resulting in higher taxpayer costs.
In fact, such laws require no taxpayer funds.
And, in the current political climate, any law requiring
taxpayer funds never even makes it to a vote.
- That the concept of spay & neuter legislation was
started by animal extremists.
In fact, such legislation in California is mainstream,
common sense and typically originates from California's
animal control officers.
- That spay & neuter legislation will result in pets
going extinct.
In fact, this is the most transparently false
claim made about spay & neuter laws, hardly deserving
of a response!
- That spay & neuter laws does not adequately provide
for breeding of police dogs.
Baloney. In fact, one of the largest police
organizations in California helps craft spay & neuter
legislation at a state level.
- That the Santa Cruz model many spay & neuter laws
are based on doesn't work.
In fact, the model works demonstrably and effectively.
The euthansia rate in Santa Cruz has dropped almost 70%
under the law, while surrounding areas are now seeing an
increase.
- That spay & neuter legislation KILLS pets.
In fact, it is California's best chance in a
generation to save millions of healthy, adoptable pets.
No matter how they change their message to try to fool the
public, in reality PetPAC and other paid opposition groups
are fighting spay & neuter laws on behalf of breeders
in California, including many who evade current tax laws.
They simply want business to continue as usual.

Underground Breeders
and Spay / Neuter Laws
Legitimate breeders across California
have voiced support for spay & neuter legislation. They
value the lives of the dogs and cats they raise, and they
know spay & neuter legislation will save millions of animals
and will help curb underground breeding.
- "I am an AKC breeder and show my 6 dogs. I also
believe this is for the best. We need to start thinking
about the animals. How many of you have been to shelters
and pounds? How can you walk away without your heart sinking?"
- "I am one AKC licensed conformation judge who supports
spay & neuter legislation! I found out that some of
the people speaking out against [spay & neuter legislation]
had not even read the law. I decided it was time to find
out where the inspiration and support was coming from, and
I saw many diverse groups, no extremists, just caring people
who work in rescue and in the shelters."
- "I have a licensed dog kennel, I am a breeder in
California and I own 9 AKC registered dogs. I am IN FAVOR
of [spay & neuter legislation]. I think it would be
a viable and preventative measure to curb the pet over population
in CA."
But underground breeders and their representatives
like PetPAC oppose spay & neuter legislation,
because they feel that such a law will hold them accountable
to existing law. Many breeders incorrectly try to
claim current law does not apply to them because they are
“hobby” breeders or “amateur” breeders.

Don’t be fooled by underground breeders who
